SG says phase two of Gaza is an “important step”

Following yesterday’s announcement on the launch of Phase Two of President Trump’s 20-point plan, the United Nations welcomed the development while urging parties to exercise better respect for UNSC Resolution 2803.

As Hamas representatives meet in Gaza to discuss implementation of Phase Two in Trump’s Gaza Peace deal, the United Nations welcomes the development as an “important step.”

With meetings held in Cairo, Egypt, the Palestinian group welcomed the establishment of a 15-member Palestinian technocratic committee that would operate under the overall supervision of a so-called “Board of Peace,” to be chaired by U.S. President Donald Trump.

“The formation of the committee is a step in the right direction,” said Bassem Naim, a senior Hamas leader.

“This is crucial for consolidating the ceasefire, preventing a return to war, addressing the catastrophic humanitarian crisis, and preparing for comprehensive reconstruction.”

Concerns, however, over the full implementation of and respect for Phase One of what global monitors have renounced to be a fragile ceasefire deal remain in question.

As of today, reports indicate that since the agreed-upon October 10 ceasefire deal, Israeli authorities have killed at least 442 Palestinians and injured 1,240.

Additionally, while not an arbiter of the peace deal, the United Nations—largely responsible for the distribution and monitoring of humanitarian aid throughout the decrepit enclave—has reported impediments by Israeli authorities on the facilitation of aid, in direct contravention of Trump’s 20-point Gaza Peace Plan. Outlined in points 7 and 8 of the Peace Plan, it is stated that “Upon acceptance of this agreement, full aid will be immediately sent into the Gaza Strip. At a minimum, aid quantities will be consistent with what was included in the 19 January 2025 agreement regarding humanitarian aid, including rehabilitation of infrastructure (water, electricity, sewage), rehabilitation of hospitals and bakeries, and entry of necessary equipment to remove rubble and open roads.”

Nonetheless, the United Nations welcomes the nascent development as a critical step in “alleviating the suffering of civilians, supporting recovery and reconstruction, and advancing a credible political horizon.” The United Nations reiterates its call for respect for “Security Council Resolution 2803 (2025)” and underscores that all efforts must be guided by relevant United Nations resolutions and international law.
