‘Interactive’ International Tax Cooperation Sets Stage for General Assembly Submission

In a bid to reshape global tax rules, the UN’s latest Session of the Ad Hoc Committee on the Framework Convention for International Tax Cooperation, spotlighted economic inclusivity and practical strategies to empower the Global South.
Ramy Mohammed Youssef, Egypt’s Deputy Minister of Finance for Tax Policy and Reforms, chaired the meeting.
Youssef described the session in New York as “successful.” He stressed the committee’s work was not about “negotiation,” but “exploration” — fostering dialogue and advancing global tax cooperation.
African civil society representatives actively contributed to the committee’s goal of ‘equitable participation.’ The agenda sought to ensure all member states had a voice in shaping international tax policies.
With just two days remaining, Youssef called the committee an opportunity to “boost domestic revenue.” He urged member states to adopt policies that empower local businesses and cut reliance on foreign aid.
The meeting’s success in fostering effective interstate dialogue has paved the way for a submission to the UN General Assembly before year’s end.
